I’ve had some luck around the Cloud Peak Wilderness, but it’s not a secret spot anymore. If you’re willing to hike in a bit deeper away from the main trailheads, you’ll usually run into fewer folks and more elk. I’ve also bumped into some good herds on the east side near the lower elevations once the weather starts pushing them down. It really comes down to putting in some glassing time and being flexible on where you set up camp
